Monitoring-Based Persistence Commissioning (MBPCx) Program for Existing Buildings

Enovity’s Monitoring-Based Persistence Commissioning (MBPCx) Program for Existing Buildings is an incentive program targeted to implementing energy efficiency in large commercial buildings through building tune-ups and control systems optimization with a persistence component delivered through continuous (extended) monitoring of building performance.

MBPCx Program incentives are available now to facility owners and property managers, on a first-come, first-served basis, through December 31, 2008 or until MBPCx Program incentives have been fully committed. Incentives are paid upon verification of recommended installed energy measures or completed tune-up projects.

A recent Lawrence Berkeley National Laboratory study reported that energy savings from a utility-sponsored retro-commissioning (building tune-up) program targeted to large commercial buildings ranged from 3% up to 19%, but that those savings may not persist beyond a few years.¹ The reasons for savings degradation include operator error (disabling optimized control sequence), sensor and device failures, and operator turn-over.

Enovity’s MBPCx Program was developed to ensure that building tune-up measure savings continue indefinitely. The Program will utilize automated fault diagnostic and detection (FDD) software tools that can remain with the building indefinitely, providing timely reports to the operator about degrading energy performance. Building operators can then correct problems quickly in order to maintain optimum efficiency and energy savings.

Total MBPCx Program incentives are $0.083/kWh and $0.624/therm saved. Incentives will typically reduce the payback on a package of recommended measures from 1.5 years down to one year.

Who is Eligible?

  • Facility must be located within PG&E service territory, and customer must pay Public Good’s Charge (PGC) as part of their PG&E bill
  • Commercial buildings (office, retail, hotel, college, university, high tech office/lab/manufacturing), except municipal facilities that are served by other PGC programs
  • At least 250,000 sq. ft. or larger
  • Central chilled water/hot water plant and fully conditioned building
  • Modern Building Automation System (BAS)
  • Financial resources to fund energy efficiency tune-up measure implementation
