Industrial Boiler Efficiency
Program (CIBEP)

Enovity’s Commercial Industrial Boiler Efficiency Program offers incentives to large commercial and industrial customers in PG&E service territory to implement boiler system energy efficiency improvements that will result in natural gas and/or electrical energy savings. The program combines boiler engineering evaluations and technical implementation assistance with financial incentives to make implementing boiler system energy efficiency measures more economically attractive.

Program incentives are $1.10/therm saved and $0.15/kWh saved.

The Program will cover both equipment and controls upgrades. Eligible energy efficiency measures include, but are not limited to:

  • Automatic O2 Trim Control with Parallel Positioning
  • Blower / Combustion Fan VFD
  • Higher-efficiency Boilers, including Condensing Boilers
  • High-Efficiency Burners
  • Exhaust Stack Feed-water Economizer
  • Feed-water pump VFDs
  • Steam Boiler Blow-down Heat Recovery
  • Condensing Exhaust Stack Economizer
  • High-efficiency Direct-contact Water Heaters
  • Installing Condensate Recovery System
  • Upgrading Existing De-aerators
  • Pipe and Tank Insulation

The Program provides at no cost: a site assessment and a technical energy evaluation, recommendations for energy enhancements, limited implementation assistance, and installation verification.

In addition, the program provides the following cash incentives for implementing cost effective energy efficiency measures. Cash incentives are available after recommended measures have been implemented and verified.

Program incentives will be paid to customers on a first-come, first-served basis, through October 31, 2008 or until Program incentives have been fully committed. Incentives are paid upon installation verification of recommended boiler projects. Eligible energy efficiency projects may include control upgrades, heat recovery equipment, boiler replacements with high-efficiency units, and installing variable frequency drives for auxiliary equipment.

California consumers are not obligated to purchase any full-fee service or other service not funded by this program. This program is funded by California utility ratepayers under the auspices of the California Public Utilities Commission.

Who is Eligible?
(Must meet all criteria listed below)
  • Customers with qualifying boilers that reside at a facility within PG&E service territory and who pay either the electric Public Good Charge (PGC) and/or gas Public Purpose surcharge (PPS) as part of their PG&E bill. Qualifying boilers include:
    • Hot water and steam boilers
    • Retrofits: Typically boilers 3.0 MMBTU or larger
    • New Construction: boilers 1.0 MMBTU or larger
  • Customers with financial resources available to fund energy efficiency measure implementation by October 31, 2008
  • Eligible facilities include: small and large offices, colleges and universities, large hospitality, hospitals & large medical, gaming & entertainment, industrial & manufacturing, hi-tech. & laboratory, laundries, food manufacturers, and wineries (in coordination with other programs).
